Position Summary

Rooted Life is seeking an experienced HR Compliance & Employee Relations Manager to lead operational human resources compliance, employee relations, workplace investigations, corrective action processes, and workforce risk management in a fast-paced healthcare and housing services environment.

This position plays a critical leadership role in ensuring compliance with California employment laws and HR best practices while supporting managers and employees across the organization. The role requires a strong understanding of employee relations, documentation standards, leave administration, performance management, HR compliance audits, and policy implementation.

The ideal candidate is highly organized, detail-oriented, and experienced in supporting multi-site, hourly, and mission-driven workforces operating in highly regulated environments.

 

Key Responsibilities

HR Compliance & Risk Management

  • Ensure organizational compliance with California labor laws, wage and hour regulations, required postings, leave laws, and employment documentation requirements
  • Maintain audit-ready HR files, employee documentation, and compliance records
  • Conduct HR compliance reviews and documentation audits
  • Support unemployment claims, workers compensation coordination, and employment record management
  • Monitor and maintain legally compliant onboarding, hiring, and employee documentation practices
  • Assist in development and implementation of HR policies, procedures, and employee handbook updates
  • Reduce organizational risk through proactive HR compliance practices and manager guidance

Employee Relations & Investigations

• Serve as a primary HR resource for employee relations matters and workplace concerns
• Conduct and document employee investigations related to workplace conduct, policy violations, and employee complaints
• Advise managers on performance management, corrective action, and disciplinary processes
• Prepare and maintain compliant disciplinary documentation and separation documentation
• Support conflict resolution and employee engagement efforts while maintaining professionalism and confidentiality
• Ensure consistent application of organizational policies and employment practices

Leave Administration & Workforce Support

• Support administration and documentation related to FMLA, CFRA, ADA accommodations, paid sick leave, and other protected leave programs
• Coordinate employee leave tracking and compliance documentation
• Support managers with employee accommodations and interactive process documentation
• Provide guidance to employees regarding benefits, leave procedures, PTO, and HR policies

HR Operations & Recruiting Support

• Support recruiting and hiring efforts for operational and recovery housing roles as needed
• Coordinate onboarding processes including I-9 verification, background checks, required notices, and employee acknowledgments
• Maintain HR systems, portals, and document management platforms
• Track required certifications, training, and compliance-related employee records
• Support general HR administrative operations and reporting needs

 

Qualifications

Required

• 7+ years of progressive Human Resources experience required
• Prior experience serving as an HR Manager, HR Generalist, HR Business Partner, Employee Relations Manager, or HR Compliance professional
• Strong working knowledge of California employment law and HR compliance requirements
• Demonstrated experience conducting employee relations investigations and managing corrective action processes
• Experience supporting hourly and multi-site workforces
• Strong organizational, documentation, and communication skills
• Ability to manage sensitive and confidential matters with professionalism
• Ability to prioritize multiple responsibilities in a fast-paced environment

Preferred

• Experience supporting healthcare, behavioral health, recuperative care, housing, or other highly regulated service environments
• Experience with HRIS systems and applicant tracking platforms
• Professional HR certifications such as PHR, SPHR, SHRM-CP, SHRM-SCP, or CalCHRP
• Experience supporting rapidly growing organizations or operationally complex environments
